While tapping a feature in Clash of Clans today, I'm reminded of a post written by Hay Day Game Designer Camilla in the Supercell forums on March 11, 2016:
If we may recall, a few years after the above post, Hay Day introduced Builder Maggie to remove "significant amount" of coins and vouchers from the economy by enticing many players to customize their farm houses, trucks, and RSS.
Similarly, I'm speculating Team Clash of Clans would like to "remove significant amounts of currency" such as gems from the game by offering us Heroes' skins for 1500 gems in the Cosmetics tab. Yesterday, I had about 6000 gems. I just bought the Autumn Queen and Jolly King and have about 3000 gems left. And that's how CoC motivated me to spend gems which I accumulated from playing CoC since 2013.

Quick game design 101:
In game design, there is a concept called inflation. As players advance in the game, their means of accumulating currency increase. In Hay Day, the prices of the buildings go up because of this. But with decos, we prefer to keep them all relatively affordable, regardless of in which level they unlock. But they still need to be able to remove significant amounts of currency from the economy, which is why they increase in price per unit purchased. So initially they might be a breeze, but as you accumulate them (if you so wish) they become more effective in balancing out the surplus in the economy.
