A player posted in the Hay Day subreddit that she or he was just promoted to Leader and would like to remove all inactive players. She or he wanted to know if there "is a way to tell when a player was last active?"
And here's my reply.
It's interesting to note the difference in kickout messages between Clash of Clans and Hay Day. When kicking out inactive farmers, I'd like to customize my message to inform them that I'm kicking them because they are inactive but they are welcome to rejoin us when they're ready to be active again.
When I was the Coleader and de facto Leader in Clash of Clans, the game allows the Enforcer to customize kickout messages. There was a time when I wrote, "Sorry for kicking you but your behavior is incompatible with our culture of mutual aid. Specifically, you received 1000 troops from us but donated zero troops. Are you kidding me? Are you trying hard not to donate? If so, great job! Not."
I wasn't chillaxed then as I'm now since I'm in a clan which doesn't require me to be the Enforcer.

First of all, congratulations OP on your promotion to Leader. I started playing around 2014 and also reading the now defunct official Supercell forums. Despite suggestions on multiple occasions from players for a feature to track player activity, Team Hay Day didn't implement it even though other Supercell games did so. And thus, the onus of tracking player activity is on the Leader.
Here's how I track my hoodmates' activity when I log into HD at least once a day. I scroll through chat to read who requested help and which clanmates gave help when they were thanked. Using this method, I'll have a clear picture which top three are the most inactive and most likely to be evicted by me when the neighborhood is full. I'd like to maintain 27/30 to allow new players to join. When it's full, then I send the following message.
Sadly, we must say goodbye to these inactive players to make room for new, active players. Please feel free to rejoin us when you're active again.
OP, I'd like to suggest you remove all inactive players gradually so players viewing your neighborhood description don't see 5/30 or 10/30. As your hood becomes more active to your liking, then start removing more inactive players. Good luck.
