There have been various suggestions to deal with expansion materials, often involving separate storage.
Here is a technique which I use for barn and silo expansion. This can be applied to fishing, land and town building and land expansion as well.
At the moment I need 132 of each item to expand my barn and, as most farmers find, I receive very uneven drops of the materials needed. My farm is a plank farm, so I have already "banked" planks for the next expansion. I did that by gathering 131 planks, and then using diamonds to bank them.
That is done by tapping on the barn to show the expansion materials - alongside each item is a diamond button. When I have one fewer item than is needed, I tap on the diamond button. A green tick appears beside the item, and the barn's stock reduces by 131. It costs 8 diamonds for that one extra plank.
I will do the same again when the second item (usually bolts) reaches 131 in stock. For the third item I don't use diamonds, but just expand once I have 132 tape.
Once the items are banked there is no way to get them back. In addition, if the number of items in stock is higher than you need it doesn't work.
I know this method will not suit everyone, but it works for me

I'd like to add to the above information.
On the most recent update more land was released. Some of it did not require expansion permits, but some did.
I have now accumulated enough permits to be able to open up one plot "across the road". Rather than doing that, on those plots I am banking mallets, deeds and stakes in a similar way to that described above. By not using the permits to actually open the land I am able to bank the expansion materials in more than one plot, so my barn is not full of items whilst I wait for permits, and I am able to use every expansion item I get.
Banking each type of material costs 12 diamonds per plot (assuming that the banking is done at the point where only one item is needed). I'm happy to use diamonds in that way, and should eventally be able to open the plots much quicker.
