I tried to opt out a player in my NH (Player A). Hay Day instead opted out the player immediately below (Player B) the one I wanted to opt out. The member tab shows Player A "in Deby" and Player B "not in Derby." I want the opposite.
At first I thought I clicked on the wrong player so I tried again. I carefully clicked on the one I wanted to opt out (Player A). The action "Derby opt out" is gray, so I can't opt out Player A. The "Visit" button still works ok. This makes me think Player A has been opted out, but their member tab status still shows "in Derby."
When I click on Player B, I still have the option to click on "Derby Opt Out" despite the member tab showing that they are "Not in the Derby."
Now I am unsure if Player A is actually opted out or not and maybe Player B was incorrectly opted out.
This same issue happens on my main farm (NH leader, on iPad) and baby farm (NH co-leader, Android phone).

Your observation is normal behaviour, not a bug.
During derby, the status you see is not a feedback (as you expect) of your action "Opt-out" but their status in the current derby. Which means in the current Chill Bunny Derby, player A can do task and player B cannot.
Any change in derby participation will only take place in the next derby.
Another way you can test what I say above is to change your own derby settings, you will see your derby status on member list will not change.
