I did 6 tasks on the first day of the chill derby. Today is the 2nd day, and my hood mates have done 9-11 tasks. I came in to do my 5 tasks for the day, and it said 0/6, new tasks available in 12 hrs. Where are my 5 tasks for today? Is this a glitch? Does anyone have the same problem? Is there a solution to this?

When you menton "daily quota", when do you think a day starts? In Hay Day, everything time related is based on UTC time. The daily quota of Tuesday is only available for 16 hours (day starts at midnight UTC while Derby starts at 8 UTC). One of our three good mates had the same issue. We all got on a few minutes before the bunny arrived. Two of us were able to do our tasks, but it was telling the third person she had no available tasks even though she had done none today. All three of us are in different time zones. Hers is an hour later than mine I think.

"Today" and "in the last 24 hours" can be very different
Whereas the game might have glitches, player misunderstanding about time-related event in Hay Day cannot be entirely ruled out. My guess would still be as in the post I posted above. I don't see a question so I don't know what is expected from your post.
Your neighbor can always contact Support to ask for the timeline of their task and explanation of how Daily Quota works. All what can be observed by players are already mentioned in the article linked (see link in my post above).
